Mr. Tang, a Registered Architect and graduate of NYU and UC Berkeley, has been focused on the development of buildings in NYC for over ten years. During his time in private practice, he was designing and building residential, commercial and mixed use projects in conjunction with performing zoning research and feasibility studies for a diverse range of clients. Tapped in 2009 by senior leadership at the NYC Department of Buildings (DOB), Mr. Tang supported senior leadership in complex code decisions and steered code and zoning task forces that issued thousands of interpretations. In 2011, he led a team of plan examiners to head up the NYC Development Hub, implementing a City-wide virtual plan review and electronic filing process.
As part of the implementation of the NYC Development Hub, Mr. Tang weaved into the program the then new citywide initiatives for the enforcement of the NYC Energy Code and the NYC “Build it Back” program for post-Sandy rebuilding. He trained the DOB staff and the industry on the application of the Energy Code and the Flood Resiliency Provisions of the Zoning Resolution and the Building Code requirements for flood resistant construction. His experience includes consulting with the industry on hundreds of new construction and flood mitigation projects covering residential, commercial, institutional, mixed use and utility infrastructure.
Mr. Tang’s pioneering digital project delivery techniques cut red tape and encouraged consistency of approach across the five boroughs. In addition, he was responsible for training all plan examiners for the city, and collaborated with other city agencies such as the Department of Transportation, Fire and Environmental Protection.
